You can find Jetragon at the Beach of Everlasting Summer, but be prepared—it's a Level 60 challenge. Bring Ice element Pals and ensure your Heat Resistance is at Level 2.

Bellanoir Libero, a Dark-element Pal, is another S-tier choice, though it can't be used as a mount. Its Siren of the Void passive ability enhances its Dark and Ice abilities, making it invaluable against dragon Pals. Summoning it at the Summoning Altar is your only option for acquisition.
